Scanner for AC and other body commands?

I've had my eye on the Actron CP9150 and CP9690 because they can talk OBD1.5 , but haven't bought one yet as my OBD1.5 vehicle hasn't made it to the front of the line for restoration yet.
Starting today, I need to diagnose what is being commanded and what telemetry is available on my 2017 Traverse'* air conditioning. In today'* example, it is commanding the compressor clutch to engage but not commanding the radiator fans to start. If the CP9150 or CP9690 will do it then it'* worth me pulling the trigger now.
Will these scanners do this?
If not, what is a good scanner that can do this for private consumer money?
Is there a private-consumer-money solution out there that can command things? . . . like command an ABS to bleed mode or command other stuff like a dealership tech can do with a dealership diagnostics stand?
