Hard Shift and RPM Spike at Take Off

Hard Shift and RPM Spike at Take Off
I have a 1999 Pontiac Grand Prix GT 3800, that my grandma left me. She bought it off the showroom floor when she was 70 and was so proud of it. Garaged its whole life and in great shape in and out. She did all the maintenance and repairs along the way. I have been able to figure out many issues along the way. Replacing the ignition control module and distributors along with crank case position sensor helped.
It has always shifted hard when going up the gears. Recently, the rpms rise as you try to take off from a start, but car barely moves unless you nurse it. sometime they rise and then it dumps into gear hard and shoots car forward. The transmission fluid was replaced (not flushed) when first got it from her two years ago. it is currently full and clean.
I'm trying to figure out if I can figure this out and keep in the family for my daughter'* first car. I'm on limited budget and can do minor work myself only.
It doesn't seem like its a mechanical issue with the transmission. I have read about the solenoids getting stuck, seems like a lot of labor to replace if not sure its the problem. I appreciate any advice. Such a great classic car in rare great condition otherwise.

Is it missing? What is the fuel pressure? Are their any codes? Given just your info would be a crap shoot.

How many miles on it?
How are you checking the transmission fluid level? . . . while running or while shut off?

Not missing after replacing control module. I don't have the pressure. I replaced the fuel pump a while back. Now the only code is related to emissions thats always been there, even when running well. Evap component I believe. I will check again for actual code number. Thank you
