Its the neutral switch in the transmission.
On the crank relay, manually connecting terminal 30 to 87 with a wire engages the starter.
On the PCM, grounding the yellow/black wire on terminal 76 cause the starter to engage and car to start and run with key on.
that means it can only be the neutral switch or the PCM but since i just replaced the PCM its gotta be the nuetral switch...which is inside the transmission. So I just made a bypass and its running like a champ

I was getting voltage on all wires, with the help of a mechanic that'* where we figured out it wasnt getting a ground signal
