A friend of mine has to take the fuse out in order to turn off the blower moter for the heater and its getting to be quite an issue he'* done some troubleshooting with bad luck so I told him I would ask here.

If the motor is not shutting off then there is a problem with the switch. If the switch is off there is no power to the motor. So I would start looking at the control.
