simple fact: transmissions cost less than engines. This is why I would rather have a stronger enigne than transmission. We have cars with both the 4t60 and -65, I think the 60 is better IMO, but it could be we happened to get a good one. I think it makes sense, and like DrJay pointed out, you cant really notice it. Good engineering on GMs part.
