It goes 1st -> 2nd -> 3rd -> 3rd with lock up -> 4th with lock up.
The transgo kit has options to firm up torque converter lock up.. and there are different options depending on if you have a converter with a woven carbon lining or not. That seems only to apply to 96-98 4t60-e converters though.
Just as long as you have the correct converter for what was done while installing the transgo kit, you should be good to go... Unless you have a looser converter than what you started with.. Lock up is typically raised when installing these so the computer dosen't see too much slip in lower rpms.
More than anything else, I think you need to resolve your FDR issue...

And yes the TCC will lock in 3rd and 4th gears
And I agree with Mike... Need to have the FDR issue resolved..

It is a OEM 1895 stall converter. I made sure of that. I also emailed Sinister Performance to see if they can help me with a custom chip. I hope its a simple fix like that. I really dont want to take the tranny back out. I spent over $100 in fluid alone!!!

I think the Shift tables and the like need to be modified as well as the calibration for the gear ratio..
