In my great state of NJ it is illegel, If it is a classic or antique car then yes. Antique and classics cars are not subject to state inspections.
But why would you want to remove the hood anyway, because the hood itself is part of the overall frame assembly of the car, it helps in preventing the body from twisting when closed.

that would be halarious, be talking to an engine expert.. he says, "yeah I was working on your car, and I took out your manifold, and low and behold I found a leaf, bird crap, and some snow" You reply back "yeah I thought it would look cool to take my hood off"
if you really wanted to show off your engine.. which you shouldn't because you don't want people seeing whatcha got under there.. but you could plexiglass it. but it would look retarded if you did it yourself.
