adding power to an L27

When I had my heads milled, I think it was only $20-$30. Not bad at all. But yes, it is a precision job that should only be done by a reputable machine shop.
Before we get too far into this, I'm only suggesting these modifications in theory. If you actually want to do these things, make sure you know what you're doing, or have someone help you that knows what they're doing. Cam and head swaps are not for the average joe, and there are a lot of things that could be screwed up. Make sure you do your homework on all this stuff.
For instance, find out (if you can) the piston-to-valve clearances on a stock L27, and make sure there won't be any issues with shaving some material off the heads. See if you can find other people who have done similar modifications. I would suggest looking on some Australian websites. As far as I know, the Aussies have had an extensive Series 1 aftermarket a lot longer than we have.

If and when you go through with this, make sure you do baseline runs on both a dyno and at the strip, so that others can see what exactly is to be gained from this, and if it'* really worth it to them.
