As long as you pay taxes, you should be able to get the 600 bucks, but it hasn't been set in stone so you (and me) will have to see...

$3900.01 and that will go $500 for new tires for my new 20'' rims and $500 for my wife for what ever and $2900 towards the mortage on the new house

This is a tax rebate. And if it'* like the tax rebate of 2001, it'* nothing more than an advance against next year'* tax return. In other words, for the vast majority of people, the is not "free money"; if you get $x now, you'll owe the Feds an extra $x next year.
This is a stunt, people. It is designed to create a quick spike in consumer spending and avoid the economy meeting the "official" definition of recession. It will not bring relief to working class people, only an increase in consumer debt.
The only responsible thing to do with this rebate is to pay down any high-interest debt you have; or, if you have no debts, invest it (what in, don't ask me

this isn't a tax anything, it is a stunt. You don't even have to pay taxes to get any of this. The best thing to do with it is pay off debt. The only part that will help is the small business portions that will enable them to get a little relief from their oppressive taxes. This is labeled a stimulus package and the only thing that can stimulize the economy is small business employing more people, creating more consumers, not giving consumers a little money to go out and spend. The effects of that will be so short lived and insignificant.
