In Ohio, add-on HID fogs are LEGAL, as long as you don't run them when there is no fog(not that you'll ever get a ticket), aftermarket HID headlights are also LEGAL, IF they are DOT-approved. Now, that said, no aftermarketer has ever(to my knowledge) attempted to meet DOT guidelines for headlights in Ohio, so it is a non-issue, but there is no law that would prevent them from doing so.

If it'* got "DOT approved" you should be fine, if you get pulled over and the statement is proven to be false you can be required to remove them, but should not get a ticket, I would think.
