Bullshit. Winston Churchill was a known stutterer. The ability to speak well is not a sign of intelligence. If so then you must believe what lawyers and used car salesmen have to say as they use smooth talk as a cheap gimmick to fool people.

Granted some of Bush'* decisions were not good ones, but besides that, id rather have a good president who talks bad rather than a corrupt one who is a smooth talker. Wouldn't you agree? (AGAIN not to say that Bush is an excellent president but for sake of argumentation.)

Not to mention most of these speeches are written literally hours before they are given...which leaves a lot of time to look over the speech outline...
