PAL DVD format... any thoughts

Lots of smart people on this board, can anyone figure this out?
I bought a DVD on Ebay called 3 Idiots. I paid the money and never heard from the Seller. Today I got this unsolicited message from the seller and have no idea what he is asking:
The 2 DVD Set of “3 idiots“ has been released – we will be shipping it to
you on Tuesday or Wednesday after checking for any type of problems it may
have.
After that we will send you the confirmation number to confirm your receipt.
But before we ship it to you, we have a question!!
We have learned from the Company that it is only in PAL Format!
So we need your answer today or tomorrow whether or not you still want it,
or if your DVD player can play it or not.
We don’t want to pay the unnecessary Shipping costs if your DVD player can’t
play it, or you can’t watch it.
In the case that you do not want it, we will send you your money back via
PayPal, as you sent to us. As an alternative, we can sell you the cheaper
version for $7.99, and send you the difference ($10.00) back via Paypal.
Please tell us what you would like to have........Please just answer with
your eBay name.

What model DVD player do you have?
Most likely you cannot use it because PAL isn't the format used in the USA. Even my computer'* DVD drive can't play PAL unless I switch it to PAL-only which also there is only a limited number of switches back and forth that can be done (after which the DVD drive is locked permanently to the last mode I switched it to)

PAL is what Eurpoean/Asian countries use. If your DVD player is a region one player (if you bought it in the States it is), it cannot play it. Some PC DVD drives can be set to "region-free", which will allow playing of the disc. I would just play it safe, say that your player cannot play the disc and ask for your money back.

Purchase or borrow an imported DVD. The only real reason to make your DVD player region-free is if you plan on watching imported DVDs.
2.
Step 2
Locate your DVD player'* brand name and model number. These can usually be found on the box the DVD player came in, or on a sticker close to the video inputs or on the bottom of the DVD player.
3.
Step 3
Have your remote handy. You will need your remote to enter the input codes into your DVD player.
4.
Step 4
Locate a Web site that can help you with the codes you need for your particular DVD player, since all DVD players have different codes. Try DVD Exploder or Video Help (see Resources below). Both have an extensive list of codes for almost every kind of DVD player manufactured.
5.
Step 5
Enter your brand name and model number when prompted to do so on the Web site. If your particular model number is not available, try searching under the brand name. Sometimes you will be able to find a model number that is close to your DVD player'* model number.

Enter the codes into your DVD player with your remote. Be sure the DVD player'* door is open-almost all codes require the door to be open.

If you don't mind watching it on your computer, you can always use a DVD ripping program to create a digital copy. (My personal favorite is Handbrake.)
