So they weigh 13 tons?
Doesn't quite work that way. It goes off of GVW, which is the combined weight of the vehicle and it'* maximum payload. They are, however, rated for a GVW of just under 26,000lbs, which is the cut-off for CDL requirements. (Except for Hazmats, which always have to have a CDL. If they're less than 13 tons, they get a CDL-C)
