i'm sure there was that same problem when DSL and cable went mainstream.

Not really, cable and DSL weren't pushing the limits of any small to medium sized backbone at all...
I've got Comcast, The lowest digital package to the HD DVR, Added sports tier for $5, and 6mbps Cable modem, bursts to 10 on the first 10mb or so of a file... I'm @ 110ish a month (haven't paid a normal bill yet, only the first + install)
