In IL all you need to get plates is the title for the car, signed by the seller and you. and a bill of sale for tax reasons but if the car is over 10 years old its a set tax by vehicle year. i know for all of my 1990s it was $25 for tax and $150 for the title transfer and new plates, if you are transferring plates its $80.

oops as of this year, insurance info is required but not really checked by the secretary of state workers because i remember not putting anything down in that box recently and they didnt care.
