Even without radar I think they can give you a ticket.
I got a ticket in Nevada by a state trooper on rt 80 he clocked me at 88 in a 75 then he said he paced me @ 93. I don't think he paced me at 93 but since it was the middle of the desert and was completely dark so I couldn't see anything behind me I didn't argue. But he ended up writing the ticket for 85 in a 75 since I had my belt on and was polite.
I think your ticket is valid wheter he used radar or paced you.

Regardless of the method, you're not likely to beat it. Very few people do, and using your radar detector as a defense in court is going to HANG you. The judge ain't going to like that.
Bottom line is that you WERE speeding, you got caught, and you're not likely to beat it. Many courts reduce the fine if you simply go in and plead guilty. If you go to court and lose, you may end up paying more. They like to add court costs/fees onto the violation if you plead your case.
It'* like that in Oregon anyway.

You're still going to lose.
Trust me. I've had my share of speeding tickets over the years. And to top that off, I spent a bit of my life working for the PD, then later as a Public Safety Comissioner.
Don't gamble. If you lose, it may cost you more.

In New York State the fines for moving violations are split between the state & local community that you received the ticket in. Some of the local communities are more than happy to reduce the ticket to a non-moving violation & keep the entire fine. They usually require that you take a safe driving class & most likely won't do it if you have a bad driving record. It'* worth doing so your insurance premium won't rise.

Also, your radar detector is useless even if it does have all the bands in use. Most departments are using "instant-on" units now. They wait until you are level with them and if they think you are speeding, they falsh it at you. Your detector only tells you that you have been nailed.
