I'd try a repair install, boot to windows cd, pretend like you are installing nomrally and it will see the installaion and attempt to repair it.
it may also be a hardware related failure like a bad stick of ram.

when you try to choose an option on the screen for starting windows, does your curser actually move? can u see it high lighted??
if not how dies your keyboard plug in? usb? or the older version? if its usb u have to get the older version. cause your pc will not reconize the keybaord untill it has started windows.... u can buy a cheap keybaord for like 5 bucks. but if this sint the case.. it wont elt u choose anything at all. get into your bios. should be like f2 go to the last window and click reset all setting to normal. f10 to save and exit. then try to choose start in safe mode and then if it works restart... then if it asked u agian restart it in last known working mode :/... if you can understand any of this hopfully it helps. this has hapen to me before. i builds pc'*..

well I'm not sure what "F" key it is, but i've had tech guys tell me to hit every "F" key while its starting (usually at the very first screen that shows, most of the time is the manufacture logo) and it will bring up the Bios menu.
and I don't think that your ram is causing the issue... you will probably see it count your memory while it starts up so i'd bet the rams ok.

ive had that happena few times, when is the alst time you cleaned the inside of the pc? dust can cause major issues with pc. over heats, take the side off make shure its off and unplugged from the main power cord. pull your memory out make shure its all clean switch them around. windows will reconize it as new.
if you have a air compresor and a air nozle. spray out the inside gently. i do that about every other month. cool my pc down around 15 degrees cooler...

I believe you have a failed memory module, assuming you have a good windows cd, the cd drive works, and its set to boot from the cd.....
try stripping the system to a minimum configuration
if you have 2 dimms try one at a time.
