Never hurts to take some pics of any odd cars/people in the neighborhood. I wouldn't say be paranoid, be obvious. Let people see you out taking pictures.
The more you and your neighbors pay attention to anyone/car that isn't normal..the more the theives will realize it'* time to move to another neighborhood.
