Call FedEx and ask to speak with a supervisor. Tell the supervisor what is going on. Call the company you ordered the rings from and report them stolen to them as well. If you paid by credit card call your credit card company and tell them you have a lost package and see if you are liable for the purchase.
You should not have to pay for the non delivery but it may take you two months to have your payment account credited. The time line is long but at least you will not be charged.

Who actually did the shipping? They did not get the package to you, which is the responsibility of the seller. Do you know for sure what was in the box? Have the company who sold you the rings follow up on it from their end. Until you sign for the package, it is not your responsibility.
