If they can make it work (I saw it on the news, and it'* still "in developement), it'll probably be mandatory soon. Personally, I don't see it being any worse than the "black boxes" that are in cars now. The only ones that need to worry are the ones that deserve to be busted anyway.
But then again, maybe that'* my police experience talking. After you've been to enough fatality accidents due to drinking or just driving like a dumass, you tend to want to keep as many of those morons off the road as possible.
And you won't pay extra for it, it'* supposedly goingto be a standard "feature"

Nothing will overcome NOT being a dumbass and making sure you don't get behind the wheel in the first place. If you can't make that decision, then you shouldn't have a license.
I wonder how well this system would really work though. I'm sure they will make sure it works as "fail-safe" as they claim it will be before it'* installed in cars. If people were too drunk to realize the system was kicking in and shutting the car down, there would be cars stopping in the middle of roads and highways everywhere, which could cause accidents, and would therefore defeat the purpose (on some level). I suppose it all depends on how fast the car shut down among many other things.

From what I saw, it won't start if it detects you're drunk (sweat/eye test). The erratic driving part, I dunno.
And, the theory "if you're that stupid, you shouldn't have a license" doesn't work now, does it???
