I Highly recomend getting EAC (exact audio copy) you can set it to error correction and if the cd is scratched it will take some time and check over till it gets it right. So you do not lose and quality hit the wav button once done it should be nearly perfect.

i use wmp to rip to my hdd, when im trying to burn a realy scratched cd it is the best i have found so far,.... havent realy looked to much just cause im realy lazy. but then i burn to disk.

i tried the Exact Audio Copy program
to begin with it was PAINFULLY slow, it took like 4 hours to get to track 10ish. but i had the error checking and recovery set to high so i figured it would be slow.
the program froze at about 80%, so i closed it down, reopened it and copied the tracks that it hadnt finished yet, and this time it was MUCH faster...which makes no sense because i didnt mess with any settings at all.
the quality was excellent, but still not quite as good as the original, i could tell a slight difference, there were also some places where the error correction simply didnt work and the song skipped and stuff, so im thinking the cd is too far gone at this point.
I may get a cleaning kit and see what comes of it, I dont even like this CD THAT much, its just kind of a personal vendetta now

Like I told ya, garbage in, garbage out. Computer CD drives are much more sensitive to scratches, dirt, fingerprints, etc. So, clean/repair the freakin' original, and copy it for cripes sake!!
