The only car on that list according to the specs you gave that would best fit his 13K budget would be a 300M. I've seen several 2000-2002ish 300Ms in that range. Altimas resale value is fairly high, lots of newer models are around 15-16K from what I've seen. A newer Maxima will still be pretty expensive even with higher miles. I have seen a couple Passats here close to that range.
Too bad he doesn't like Bonnevilles. If he wants a family car that'* roomy and comfortable that can get 30mpg on the highway, the Bonnevilles sure fit it, and definitely also fit his budget.
He won't get everything he wants from either of those cars on that list (mileage AND roominess, comfortable, while in budget). He'd have to find an old Avalon to get in his 13K budget.
Unless he wanted to buy my 2004 Chrysler Sebring sedan for $10,200 with a 100,000 mile extended warranty included, low miles, roomy and comfortable seats, and he'd have money left over.

He should be able to find a loaded Alero GLS in that range....unless he just doesn't like GM period. Some Alero owners haven't had issues with them, but some have

How bout a Mazda6?
You can prolly get an 03 I-4 (or maybe even a V6) for about that price
And they look sweet, which covers the image thing

Yea, cept its the 3.5 high output V6, with a modified factory exhaust, puts out 255 bhp and has a fantastic dual exhaust, big 18'* multispoke rims, subtle body kit, Michelin F1 tires, HID headlights, factory 35% tint and limted in 3 or 4 colours.
Awesome looking car, on the short list for replacement cars after the Aurora.
