I'd put a real volt meter on it and see if the system voltage dips low when the fuse blows. Low volts equals high amps equals blown fuses.

89 K1500 ECM fuse keeps blowing
Found the short, when I put the transmission in I check the connection to the transmission and it looked good no copper showing. Here are the pics and thanks to everyone!
Pic-1 Is the way I found the plug in, all three wires were connected and twisted around each other.
Pic-2 Showing how bare the wires were.
Pic-3 After wiring up new plug in, TCC Pigtail.
carfixer007 was right when I put the 20 amp fuse in, it'* a wonder that nothing else shorted out!
See how the wires twisted around, lucky it not burn all the wire, and the VSS wires end up in the same wire loom.
