That speed is limited by the PCM. The car itself would be capable of more if that limiter were removed.
They limit it based on the speed rating of the tires that the car shipped from the factory with.

You're looking at a 95. You can't get an aftermarket chip, and I wouldn't suggest taking an SE anywhere over that speed, anyway. Or any other car for that matter, given your questions of late
