Yeah, unless the turbochargers on these Civics are pushing less boost than someone blowing through a drinking straw... they'll be fast. SSEi fast at bare minimum.

That rev limiter is there to keep people from blowing up the engine in park, or with no Vehicle speed.... Its hard on the engine to rev the the whole band with no load... These engines without a rev limiter will rev till the ECM/PCM can't go any further or they implant a rod in the radiator or firewall... This was some of the reason GM added a rev limiter... If you were to look at the Luminas as stated here, even those 3.1'* had rev limiters in 1990 to keep them from blowing up as they were very rev happy and it was too easy to rev them through the roof...
And out of curiousity, did your 92 come from the factory with the N10 muffler? And have you heard Pat'*( 1993 SLE ) exahust? They sounded pretty good to me bone stock
