If you noticed this article is all about the environment. It has one little blip about the engine. The idling for 10seconds is the same as a start up is crap. Three minutes of idling is the same as a start up.
Warming up an engine is not for my cold ***. I warm my engine up to get the oil moving right.
Also Everyone blowing white plooms out of the exhaust shows the engine is not efficient yet. Whats worse on the environment. Idling for 2 minutes or driving for 5 minutes when my car is not at it'* most efficient.
The only thing I do believe in is the block heater.

Ya, they missed several things, as I stated, safety. Fogged wnidows is a bad idea no mater what. Also the transmission temp. It wont shift in to 4th until it'* up to 75*, so your driving in a lower gear. Valve springs needs to be warmed up a little, metal is brittle when cold. I will say warming up the car for 15 or 20 mins is way over kill. Even when it'* below zero I only start it 5 mins early. One to warm the engine, two, to warm me a bit, and three, if it don't start I have that little extra time to grab the boost starter and get it running.
For the most part it'* a tree hugger article. Warm your car within reason. There'* mornings I come to work, I get here a half hour early. And I find a few cars running already. Half hour warm up is a bit much.
