GM has been under-stating their engines for some time now. Most new GTP'* know this. Some have gone to the dyno soon after purchase (before modding) and have proven this.
Since they didn't state how they got the hp/tq numbers, they obviously got them from GM, not a dyno. The numbers are the same. Had they dyno'd in the same weather that the 1/4 mile runs were made in, it would have been really stupid.
Jim, they put the wrong ratio in your trans. The numbers on the case don't dictate the axle ratio. We've run into this before. jr's3800 can shed some more light on this.

The vast majority of Bonnevilles are SE'*. The SE, SLE, and SSE all use the 3.06 ratio, so you're probably fine, especially since the dealer fixed you up. It'* the SSEi'* that can run into trouble.
There are some other axle ratio'* floating around for at least the 4T60, and probably the 65 also, depending on what car they go into (buick, olds, chevy, etc). 2.84 is a fairly common one, and I think this is what the Buick LeSabre got.
