I found mine with the FSM schematics. That'* how I figured it out, and found the location of the magic box. And just ground to any metal under the dash or column. Chassis ground.
You need the schematic to know how to do it on a 96.

Let'* think about this logically. To get caught with this (assuming it'* true), you'd have to be heading towards the cop for him to see it. But let'* get a little deeper
The same rules apply to driving lights/fog lights that apply to brights. If you're approaching another vehicle, you cannot use them. Dim/turn off.
So if you follow these simple rules, it'* not an issue.

well does anyone have a schematic for a 96 or equivalent? all that is under my dash is a small fuse panel, there are a couple connectors in the area, one is kid of right next to the steering column, but it looks nothing like the one will describes.
off topic...theres also like a roughly 3 inch clear tube running down around in there, what the heck is that? its on the floor, and has some sort of notice sticker on it, but i couldnt read what it said cause there was a bunch of stuff in the way and i was about to pass out cause i was upside down

Nearly all aftermarket lights, are illegal on the road, which is why they're labeled Off road use only.
Oh i know pontiac didn't invent it foghorn.
I've used only my driving lights in fog, and they did work better then the low beams. We had some nasty fog during the final drive of the last MN meet on the way to mankato @ 2-3am. Of course smellbird made me go first. But the signs were lit up the most until i passed them
