some times its a very good indicator wheather your cars been rear ended befor and fixed or not

my '88 had it, very liberally applied, iirc it was painted over too.

Yeah, I got something funky like that on mine too, but in a slightly different spot. I think it was a water leak fix attempt. And if it was, it worked b/c I've never had the pond trunk issue

Either that or someone spilled something there and it dried to quick because it'* hard and won't come off

thats rust inhibitor its like a waxy oil right?

no idea, some people that put it on go a little over board.. I'd wast it off with thinners
