well, i added about 2.5 to 3oz of oil to it
there is some metal flake in the supercharger oil that was in there
so i guess that means i get to do a rebuild
still have only about 2psi of boost though

We don't know if you need a rebuild yet, and even still, that'* not affecting your boost. Please go through the troubleshooting that I previously linked you to.
A little metal flake can be normal. We'll come back to that.
Start the car and idle. Pull the vacuum line off the top of the BCA (round cylinder on the front of the charger). Does the arm move fully? Put it back, it should go all the way back. Full travel. If you want to know what full travel is, you can actuate it by hand.

when i unplug the vacuum line the arm moves a little, but when i plug it back in, it doesnt retract, it stays all the way out
my noise on my sc goes away when i push the arm up, with the line plugged in and the car running

Make sure you pull the top one off to see if how much boost you get. And then pull the bottom one of after you put the top one back on and take it for a quick spin. Pulling the bottom one will show you if the BCS is dumping.
