For the record, on your 96, it'* not on the turn signal lever as stated. Turn the dial on the base of the headlamp switch until it clicks to turn them off.
Fuddy is right. We need to verify whether or not it'* actually a TS problem, or something else.
Is there anything sitting on the dash on the left side sensor (not the dome in the middle)? Just to the left of the cluster hump? At the base of the WS?

If you mean the flat sensor on the left no there is nothing covering it.
I also cleaned it.
Today during the day the lights went off and the DRLs went on.
Could it be a lazy photocell that isn't reading the light when the sun sets?
Maybe there was moisture in it from the hurricane 80% humid tropical weather?
On the twilight sentinel, I don't use it. I keep it all the way clicked off to the left.

In that case, you've got something funky going on. The TS being off would tell me that your headlights shouldn't be coming on at all, under any circumstances.

I have the opposite problem, mine don't come on unless I turn them on. Any ideas?

So if I have this right my headlights shouldn't come on at all with the switch under the light *** turned all the way to the left?
Is the sensor the flat one on the left? How about the center dome one?
