what do i use to cut the wheel well lip off .?

as many of yous no i am having a issue with my car.. i need to cut the lip off from the rear drives side wheel well..
i need to no what can i use to do it and if it will damage the paint and cause it to chip and crack in the long run..
can i use m dremil with a high speed carbide metal cutting tip or should i use m dremil with the saw blade or mini grinding wheel and cut it off...?
also sicne this is the lip im cutting that folds inwards and not the actuall wheel well itself would it cause the paint t omess up in any way in the future...
and if i cut it what would i put on the bare metal so it ddont rust in the long run either.?

If you do decide to cut it with a dremel be careful with the carbide bit and use eye/hand/arm protection. I tried to cut a hole for a speaker in the interior of my bus with one and was showered with VERY small shards of metal that I could feel poking me but could barely see. Maybe I was using the wrong bit for the job, who knows.
