when cleaning the throttle body while it is till in the car, can I move the circular plate manually without messing up the settings. I believe the throttle is electronically controlled.

Depends on how dirty it is. If the air filter has always been a quality unit, never been a reusable filter, and has been changed when needed, you'd likely never need to clean the throttle body.
