Really confused me when I first bought it and was a bit disappointed as well.

it has the obd1 test connectors under the hood.
2004 was the last year partial compliance could be a thing for heavy duty light duty trucks(over 9600 gvw)

The 1996 was a goal post but the EPA allowed until 1999 to compliance with the "1996 obd2 regs"

GM was pretty quick and consistent with compliance, ford really drug their feet.
You COULD have that obd2 port if that van was from cali. Eec-v in cali trucks.
Eec-iv(Nerd lol) for Fed

I have a 96 f150 with obd2 so my scan tool works on it

Oh very interesting.

When I tried to scan my Van at the obd2 port, everyone thought the PCM was bad because my scanner wouldn't connect.
Then I figured out the exemption.

I'm not sure why they even put a obd2 port under the dash. It does have a few wires hooked to it. Not sure what good it is.

I'm glad your'* has obd2.
I believe some mechanics won't or don't like to work on any obd1 vehicle.
Seems you kind of need the manufacturer'* test equipment to dig deep into a problem.
Although I think some people let you rent the oem scanners.

Hopefully I won't run into such a situation.

Although I do have a few items to investigate in the near future on it: Anti-lock & cruise inoperative(probably rear axle sensor), and gas mileage is a bit low(9 city) compared to what it should get(11).
It may have to wait till next year.

part of obd2 regs had to do with a DLC being located in a certain viciinity in the cab and the pinout having battery +, ground, some other stuff. lol

So partial compliance may be partial in the nitty gritty there haha

do you have a E4OD and is the engine a 351 or a 460? or is it one of the modulars

Mine is the 5.8 351Windsor with the E40D(Electronic 4 speed Overdrive I believe it stands for).

Part of me wishes I had the 460 but not the 460 gas mileage.

I've turned it into basically a 10 max passenger. Working towards making it more of a party van.
I use it to pull a 3500 lbs boat trailer and with passengers and adjusted for 5,000 ft altitude, I'm like 1,000 lbs under the OEM limit.
