If it will operate the locks okay, but won't start the car, look to see if there'* a safety interlock under the hood that'* become disconnected or messed up. Usually there is a pin switch or plunger switch that will block the starting procedure if the hood is open, to prevent nasty surprises while working on the engine.

Also, if it will operate the locks okay, I doubt that any "reprogramming" is needed because the key-ring transmitter and the receiver in the car obviously recognize each other already. If it won't start the car, but should (i.e. you know for a fact that it used to work), look for an interlock that'* preventing it from doing so, as above.

If you're pressing buttons on the transmitter but nothing'* happening, check the transmitter with a known-good battery. (It could be that the little buttons on the transmitter are failing, but let'* hope not.)

If _that_ doesn't work either, (this is a real longshot guess here...) try pullling all power connections to the receiver box in the car, giving it a minute or two, then reconnect the wiring and immediately press a button on the remote. Disconnecting its always-on power supply and reconnecting it _might_ put it into learning mode, and it will recognize the first transmitter it hears from as being the correct one for the car. (This is similar to the initial setup procedure for a Bulldog controller, which I know you don't have but might be worth a try anyhow if all else fails.)
