15 seconds seems a little excessive, i've got an OLD pioneer DEH-1300 and it takes about 2 seconds unless the CD is really dirty. I'd say it'* the unit.

I took a video of how long the player takes to find the track of the cd. It does this everytime you turn turn the unit to CD. I even tried the cleaner cd. BTW, the odd noise is the beginning of a song at the very end of the video where the track time is displayed.

I would be willing to bet your CD player is slowly killing itself...I wonder how much repair would cost or even if its worth your money...? Maybe time for a new headunit
