I appreciate all the help; and have now got the problem fixed. The problem was the most obvious; plugged CAT! But, apparently the boost valve was bad and while I had it in the shop, I had the upper, lower, valve covers gaskets replaced. Anyway, the main culprit was the CAT,, the screen in the intake side of the CAT was completely plugged. I guess the vacum test is not accurate.

Total out the door with oil change and radiator flush: $1800.00

But, the Bonnie runs like she is supposed to now!!
