I believe they have to be programmed using a TechII. My dealer programmed mine when I purchased a replacement remote and key. The Key has a chip in it an must be recognized by the car as #1 or #2 key and the programmer also must be programmed to match.
Mine was on an 03 but I believe they're the same car. The price of the key or programmer paid for the service manager to program it.
