Thank you Rockstar! I'll follow that lead next and may need to bug you for those wiring diagrams.
Today I had "forehead slap" moment . On Saturday I ran a multimeter across the Driver power window/mirror socket (trying to trigger window up/down etc.) I wasn't paying attention to the voltage. but this morning I realised the highest DC voltage across Ground and any of the wires was 10.2 Volts. I vaguely remember ~7.x volts too.
The socket comes out of the Driver Door Module. Does the DDM lower the voltage or could it be a bad relay to the DDM? Voltage leak (at 12 volts sounds far fetched) ?
From what I can tell, driver side functions don't have to go back out into "general population" wiring. They feed straight off the DDM. If that'* the case, why doesnt central locking work drivers side?
During investigation, when I unplugged the DDM power supply then plugged it back in, the stuttering window went up/down perfectly for about 10 seconds, before the stuttering came back. Similarly the power window worked fine. I also heard the fuel pump at the same time. Could the fuel pump have something to do with this too? I replaced the relay on that circuit a month ago (to no effect).
I read somewhere a bad fuel pump connection can affect some of these functions. Does that sound right?
Appologies for the long winded post. Thanks for reading and thank you so much for taking time to post.

Unless something else comes up I am just going to say that the DDM is bad, well I guess GOING bad. . . . .
I will look through the books to try to see if there are any easy way to test it. but It looks like they are about $40 on ebay.

Look under the driver seat area in the black conduit. There is a ground wire that when moister gets to it, it forms corrosion ( green junk). It will be a two into one wire connector. This was what I found to repair several electrical issues in my son'* car... I found this info on one of the older threads in this forum-pictures included!! That why I joined THIS forum!!
