Have you had the A/C system checked for low Freon?
One of the symptoms of a low charge is that the passenger gets colder air than the driver.
Its like that for 1992-2005

There are two common issues when you feel colder air coming out of the passenger side vents as compared to the driver vents.
1. ) Low A/C Pressure due to a low charge of R-134a
2.) A broken air mix actuator
First thing to check is the pressure in the system.
