Just weaksauce city mpg, highway efficiency is very respectable at 35+.
My first thought is to replace the air filter since it being clogged would be more of a problem in city driving due to there being less air flow. Other than that, what'* good?

New air filter is a great idea. Clean your MAF, change your O2 sensor, change your fuel filter, new spark plugs and wires. Test your coils and replace if they don't look right. Change your oil and filter.
