What is hanging under my car?

I drove over a speed bump today at the shopping center and heard a scraping sound under my car. I stopped and looked under the car and there is a line line with some cooler fins on it hanging down. I checked and there appeared to be no fluid leaking from anything, so I drove on home (about 15 miles). All the time I was watching the oil pressure and temperature lights. I also stopped a few times to make sure nothing was leaking. It may be my imagination, but my oil pressure seemed lower than normal, but i'm not positive and it may have been a hallucination based upon my worry about the car. You guys know how it is when something goes wrong!
When I got home it was dark of course...so I haven't had a chance to examine it to see what the problem is. There appears to be a flange that a bolt goes into, that has simply came loose.
I took a crude picture in the dark, maybe someone can identify this part and what it does. Again, it has a flange on one edge and appears to have been attached to the frame through this hole in the flange. This part is located about a foot in from the passenger side wheel and back a few inches. Sorry for the crude photo and the long post. Hope the picture helps.

After looking at the picture, it appears to have a leake of something. Now i'm really worried. Anyway....again this is located inside the passenger wheel about a foot or so under the inner tie rod and bolted to the frame.

You don't mention front or back..so let'* say it'* your power steering cooler. A quick temp fix would be to connect the two hoses together and bypass the cooler. Then get one ordered up and on there pretty soon.
Meanwhile..if it continues to leak you'll probably have issues steering and possibly kill your power steering pump.
The power steering pump is located in the engine bay essentially at the passengers feet of the cabin. It'* down in the lower back of the engine.

Investigated the problem this morning and it was indeed the power steering cooler. The one bolt that holds it on, had came out for some reason!?! There were no leaks and the thing that looks like a leak in the picture is actually water from the wheel well....since it had been raining. I bolted it back on and everything seems to be fine....no damage done! Thanks for all the help last night, I appreciate it!
