Sounds good so far but when you say pull on the "cable" i dont really see one. I see the actuator and a hard sleeve for what the "cable" would slide inside of. Or unless that hard sleeve is the actually cable. :?

In reality, you are pulling back on the cable housing. You'll see a spring a little before the pin. The amount of spring you see is the amount of adjustment available. Usually about one inch or so. that is the part of the cable housing that you pull outward.

I am second guessing my advice about pulling back on the housing though. My manual is not available so I'm going by memory.
If you pull back on the housing (sheath), this makes it shorter which makes the cable effectively longer. You need less cable which would mean that you want to enlarge the housing. This is done by pushing in.

As luck would have it, I found my manual here. I thought it was at Bill'* house.
Shift Control Cable-Adjust
1 Raise adjustment lock tab [U pin] so that tab is fully raised and allows free movement of cable in adjustment assembly
2 Place shift lever in "Neutral". This is found by rotating the the selector shaft clockwise from "Park" through "Reverse" to "Neutral"
3 Place shift control assembly in "Neutral"
4 With lock tab fully raised, push tab down to fully seat in cable adjuster to adjust cable in mounting bracket
It sounds like once it is adjusted in the Neutral position, it is adjusted properly in all other positions. Again, I'm going by memory and apparently, I'm going . The idea is to make the housing longer so yes, compress that spring.

I am confused by the shifter "lever" and shifter "control", which is what? lol

Under floor shifter section it says to adjust by using procedure above which is the column shifter section. Basically, you select neutral at the trans, select neutral inside the car (column or floor shifter), and push the lock tab (U shaped pin) down to seat. Sometimes the manual information can not be taken verbatium.
