The traction control light will go on and off when it senses that one wheel is spinning faster than another when traction control is on. When traction control is of, the light will state that it is off and you will not get the on-off.
Traction control should be engaged or disengaged as the driver sees fit. Obviously on wet, icy or snowy driving conditions, the traction control is beneficial.

Sounds to me like you have a wiring problem. If the traction control is working properly it will be on at all times unless you press the button to override it. Mine never goes on or off except if I overrride it by pushinng the button. Hope that helps!

The previous owner who had my 97 ssei had the same problem there is something wrong with the air suspension and when the performance and comfort ride lights are on. but mine was just swapped over to regular struts.
