mine is definitely riveted on, i was gonna take it off to paitn it white but because fo the rivet and the factt hat i dont have any bolts to put in their place and i didnt fele like going to home depot to get some i havent bothered yet

Well mine was bolted on and I took it off years ago, but if it is riveted on, then it is a simple task to drill out the rivets. If you've never drilled out rivets before, pick a drill size somewhat larger than the through-hole and drill intill the rivet head spins off. That simple.
It'* actually somewhat easier to drill a rivet from the tail end, but you might have access issues behind the bumper.
