I have/had the same intermitten issue on my 99. It comes and goes. It'* been a while since it resurfaced. What seemed to help my issue was cleaning the throttle body. I've done it four times in the past 100K miles and it'* really helped.
Otherwise, I'm in the same boat as you...plugs are new, wires new, etc., etc... I've learned to accelerate a little bit harder to get it past that lul point you speak of.

Try pinching, plugging, or blocking off the vacuum line to the purge solenoid valve at the canister. A vacuum leak in the purge system could possibly account for the hesitation. Won't cost anything to check it out.
