Default harnonic balancer

I was wondering if its possible for half of a harmonic balancer to go bad. I took off the belt on the alternator and power steering and my car ran fine. I wasn't noticing any dimming lights or any tense steering..... also replaced the pulley on that belt side 2

Is this related to another problem you have posted?

If a harmonic balancer goes bad you will know it by the loud rattling it will produce. It shouldn't cause any light dimming or loss of steering power.
