should the key be off or on and should the inflator be off or on?

The inflator doesn't need to be on....in fact, in that state, if it'* on, it'll try to fill the struts (with the selector valve bypassed). Ignition can be off or on. Makes no difference for the inflator circuit or ELC. Both are always active. At least on my 93. Yours may be different.

I knew you were going to say that. With the inflator off I can get nothing to come out of the inflator. Only when I turn the inflator on can I get some air out.

On my 99 the car has to be running for it to work. Which sucks because all you breath is exhaust while using it. Same for the ELC function, car has to be running, Same hold tru on my dads 96 P/A Ultra.

Mine will work ignition on or off. I wouldn't have it any other way .
