I was just lookin at my engine and my intake manifold is a delphi does that mean that it was replaced already?

Take a look at the date codes on the top of the manifold, I think if it was manufactured after 2003 it is a new version, but the GM parts "Delphi" are not as good a fix at the APN kits.
The best fix is to plug the LIM coolant ports that run coolant through the UIM and the throttle body and then don't worry about it. Unless you live in a very cold climate.
I had the updated delphi part on my 96SE and it exhibited the same problem as the old parts, I ended up sleaving it and plugging the ports.
