cooling fans keeps blowing a fuse

Then something is wrong with that fan, or the wiring to it. More than likely the fan. Leave it disconnected. Find a new one.

Hey let me ask you this does the fan engage when you turn the car on or does it have to be at a certain temperature before it does? And second with the ac on does the fan stop spinning if the temp is cool enough and start again if it gets warmer?

Not sure with your 94 PCM, but it might be the same with my 97...
Ignition ON-Fans will turn on LOW speed at 212F-If engine temp goes to 226F, then fans will goto HIGH speed.
Ignition ON-A/C on, fans will turn on LOW, as pressure increases inside the A/C system, the fans will goto HIGH.
As I said earlier, BOTH fans will run together.

Cooling fan/transaxle fuse
Blew the mentioned fuse which cause radiator to blow and A/C compress cycling on and off. Replaced radiator, A/C working. Fuse blew again and running a jumper wire to each end of a new fuse (not blown) and the fans are running OK. Now my codes show TCC; Solenoids 1 to 2 & 2 to 3 problems. No cruise or OD. I think it'* running in 2nd gear and have to go 1.2.3 shift to run. Since the cooling fan fuse is also linked to the transaxle, I wonder if that'* the reason my transaxle acting like it does? Last recommendation on this site under "transaxle solenoid" was to check pin E at the transaxle connector, but can't find the connector.
